it is fundamentally different from the approach of president obama. i think health care reform should expand markets, expand competition and empower consumers and patients and disempower government bureaucrats from second- guessing the decisions that are made between a patient and a doctor. what does that mean specifically? the three reforms a think would be most important would be, number one, allowing people to purchase health insurance across state lines. why is that? because that would create a true 50-state national market for low-cost catastrophic health care. part of the problem, every time politicians say that every health plan must include the following bills and whistles and they give away all the stuff, it has the inevitable effect of driving the cost of health insurance for everybody. and one of the biggest reasons so many people in texas and nationally don't have health insurance is because it is so expensive. if we had a 250-state national market with low-cost catastrophic care, that would expand access. chris so buying across state line

[applause] what you heard from mark is that we've got a very big choice to make in election. and it's not just between two candidates or two parties, it's a choice between two different paths for america. two different visions for our future. now, my opponent, he believes in top-down economics. >> boo! >> don't boo, vote. talk about romney, what about obama? too if your view as mine is that we're not going to have a deal that doesn't have both revenues and spending and the biggest obstacle is on the revenue side and that, as i do believe and i have asked a lot of democratic senators if my perception is correct and they say yes, and that is, that republicans continue to believe that at the end of the day in the 11th hour democrats will relent again as they did in 2011 and at the end of 2010. frankly one of the things the president has to do is to make it crystal clear that he is damn serious and he is not going to accept a deal that doesn't have both revenues and spending. let's just lay that out there. and i think that when that becomes accepted, that is my fear of why we go into january. i think we may have to go into january because the republicans won't believe him until we get to january. the sooner that is believed that to me lays the pretty coot for both sides moving to get a bipartisan deal. >> i want to follow up on a question, or
